Your question is puzzling but seems to have something to do with the equation of a circle:
(x-h)^2+(y-3)^2=r^2 with centre at (h,k) and radius r, where k=3.
Then we have c=(h k)r=4. Does this mean c=(h,k) (centre at (h,k))? and r=4?
So we have (x-h)^2+(y-3)^2=16. We have nothing from which to derive h.
