To reject the null hypothesis means that there is statistical evidence that shows that a set of statistical results does have significance. It is a type of "innocent until proved guilty", the results are as they are by chance until proved otherwise. If we can't relate the quantity a=.10 to something statistical we can't make a judgement about a=.05, so we cannot reject the null hypothesis.
