7 * x1x2 = 4 * x2x1

x2: 0, 1, 2, 3, 4, 5, 6, 7, 8, 9

7*x2:  0, 7, 4, 1, 8, 5, 2, 9, 6, 1

x1:  0, 1, 2, 3, 4, 5, 6, 7, 8, 9

4*x1:  0, 4, 8, 2, 6, 0, 4, 8, 2, 6

The only way this works is when these last digits for 7*x2 and 4*x1 are the same.  That means the 7*x2 line can only be:

7*x2:  0, 4, 8, 2, 6

Which means the possible values for x2 are:

x2:  0, 2, 4, 6, 8

Now let's look at x1.  Right now the possible values for x1 are:

x1:  0, 1, 2, 3, 4, 5, 6, 7, 8, 9
