if there are 6 numbers in the die. 1,2,3,4,5 and 6 then there is a 3 in 6 chance to get 1, 2 or 3

you can express that as a fraction 3/6 which can be reduced to 1/2.

You can also express it as a percentage 50% or a decimal .5

A die has 6 faces in it.

 

So, Total no. of outcome=6

And no. of favourable   cases i.e  no. of chances of getting 1,2 or 3 is =3

The required probability = 3/6 = 1/2
