This can be read in several different ways. Here's what I think it is:

(x-4)/4 + 3x2=5 - (x-2)/4,

x-4+12x2=20-x+2 after multiplying through by 4,

12x2+2x-6-20=0,

12x2+2x-26=0,

6x2+x-13=0 after dividing through by 2,

6x2+x=13,
x2+x/6=13/6,
x2+x/6+(1/12)2=13/6+(1/12)2 (completing the square),
(x+1/12)2=13/6+1/144=(312+1)/144,
x=-1/12±√313/12. So x=(√313-1)/12=1.39098 or -(√313+1)/12=-1.55765 approx.
