how do i solve linear equation y=1/3x+2 (-3,1)

You have two choices. Pick values for x, substutute them
into the equation, and solve for each value of y. Or,
plot the line on a graph. You have two points, -3,1; and the
y-intercept taken from the equation, 0,2. Plot those two points
and draw a line through them, extending in both directions.
