If a triangle has congruent exterior angles that means that two exterior angle are equal.  If two exterior angles are equal that means that the sum of the measures of opposite two exterior angles are equal to the measure of the exterior angle.  Therefore, there is an angle and the other two angles measure the same.  So, this is an isosceles triangle.
