 3x-2y=13 

 2x+4y=-2

multiply each side of the first equation by 2 and add with the second. 

6x-4y=26

2x+4y=-2

8x      =24

x=3

plug x=3 into one of the equations to obtain y.

9-2y=13

-2y=4

y=-2
