Since 17 is the total from last year, that was the MOST you had so far.  So 17 can be thought of as 100%

 

Therefore, (29/17) = (x/100).

(2900/17) = x

x =  170 %

This makes sense since, half of 17 is 8.5, which means 17 + 8.5 = 25.5.  And that would be 150%.  So 29 should be of a higher % than 25.5.
