y=f(x) in a table of values for a function an x-value can't go to two different y-values.

No points on the graph can be "on top of " each other. This is sometimes called the vertical line test. If you can draw vertical line through two different points, then it is not a function. A circle is not a function. A C-shaped parabola is not a function.
