You don't need the 2 outside the brackets, because if twice something is zero then something is zero. That something in this case is the brackets bit. Now the question reads 3x+y-7=0. Solving for y we just keep y on one side of the equation and move everything else over to the other side: y=7-3x. Remember when crossing over the equals minus changes to plus and plus to minus.
