I think you mean can we simplify the fraction by finding a number that goes into 3 and 12, or does 3 itself go into 12? It does, 4 times. So 3 goes into 3 1 times and into 12 4 times. So replace 3 by 1 and 12 by 4 making the fraction 1/4.
