Write what you see: 64 is 80% of what becomes 64=80%*(what) becomes 64=0.80x or 64=80x/100. If you don't like decimals or percentages, multiply through by 100: 6400=80x. Divide though by 80: 80=x which means x=80. 64 is 80% of 80.
