16 minutes. To convert from a fraction (decimal) of a degree we use the fact that there are 60 minutes in a degree and 60 seconds in a minute, just like time. Subtract the whole number leaving the fraction or decimal part. Multiply this residue by 60. You then get a number and maybe another decimal. The whole number part is the minutes value. Subtract the whole number part again to get another decimal (if there is one) and multiply this residue by 60 to get the seconds. There is no further breakdown below seconds in common use.

In the example given, 55.27-55=0.27. 60*0.27=16.2. So we have 16 minutes. 16.2-16=0.2. 60*0.2=12 seconds exactly.
