Problem: How to solve linear equation systems
2x-3y=6
3y-2x=-6

There is nothing you can do here. You have only ONE
equation. The second one you show is the first one
multiplied by -1.

3y - 2x = -6
-1(3y - 2x) = (-6)(-1)
-3y + 2x = 6

Compare that to the first equation:
2x - 3y = 6

They are the same! Placing the y term ahead of the
x term does not change the value of the equation.
