I only know the equation of  a horizontal line passing through (0,-8) would be y=8. But if x is any number other than 0 i do not know how to write the line. Thank you

the equation would be y=-8

this is a horizontal line where x can be any value as long as y is -8 it will fall on the line.  The line looks like this

you can see that the value for x can be anything. Tghe value for y will always be -8
