12x^3-9x^2=3x^2(4x-3). HCF is found by looking at 12 and 9 and deciding the HCF of these numbers: 12=4*3 and 9=3*3 so 3 is the HCF; the HCF of x^3 and x^2 is x^2; so the HCF of the expressions is 3x^2, hence the factors.
