the line has to have the opposite slope to be perpendicular

Since your equation is in slope intercept form (y=mx+b)

m is the slope

b is the y intercept

so you can plot the point 2,-9

and then use the slope opposite of 2/3 which would be -2/3 to plot additional points.

The equation for the second line ends up being y=-2/3x-23/3
