Replace x by x+2:

f(x+2)=3(x+2)^2-2(x+2)-8=

3(x^2+4x+4)-2x-4-8=

3x^2+12x+12-2x-12=3x^2+10x, which is in the form ax^2+bx where a=3 and b=10.
