y=4.9(t^2+6t)+0.9=4.9(t^2+6t+9-9)+0.9=

4.9(t+3)^2-44.1+0.9=

4.9(t+3)^2-43.2.

When t=-3, y=-43.2. The graph is at its lowest point at (-3,-43.2) so this is the vertex and the equation can be written: y+43.2=4.9(t+3)^2 which is vertex form.
