If the number is n, then n=2n/25+0.46; 23n/25=0.46; divide both sides by 23: n/25=0.02, so n=0.02*25=0.5.

CHECK

2/25 of 0.5=1/25=0.04. Add 0.46 to 0.04=0.5, which is the same as n.
