3xy^5(2x^4y/6x^5*y^3)^-2
= 3xy^5 ((6x^5 y^3) / (2x^4 y))^2

= 3xy^5 (3xy^2)^2
= 3xy^5 (9x^2 y^4)
= 27 x^3 y^9
