A quadrant is a region or area while an axis is a line. A point on the x axis can be considered to belong to all quadrants, because that point can be positive or negative since the axis has infinite length. The same applies to a point on the y axis, and to the origin, which can be considered to be on both axes as well as in all quadrants. The origin has no dimensions, the axes have one dimension, and quadrants have two dimensions.
