The gasoline can weighs 1.8kg when empty. When it's ⅔ full it contains ⅔×18=12L of fuel, so 12L of fuel plus the can weigh 11.4kg, therefore the fuel weighs 11.4-1.8=9.6kg. 1L of fuel weighs 9.6/12=0.8kg.
