x≤-4 are all the values of x satisfying the inequality, that is, all values of x which are less than -4, or, as an interval, any value of x in (-∞,-4]. For example, x=-4, -5, -6, ...-100, -4.1, -7.9, ... etc. All these values are represented by x≤-4.
