Well lets start of by declaring our percentage to be x.  Now, whenever we see the english word "is", we translate that into math as "=".  Likewise, we translate "of" as "*".  Thus if we have 20 is what percent of 3400, we translate it as 20=x*3400.  From here you can divide both sides by 3400 to get x=0.00588.  Now to convert from decimal to percent, we move the decimal place two places to the right.  So we get x=0.588%
