You mean the height is 2 feet tall.

base area = pi r^2 = pi (3)^2 = 9pi feet^2

lateral area = 2pi r h = 2 pi (3)(2) = 12pi feet^2

Surface area = 9pi feet^2 + 12pi feet^2 = 21pi feet^2
