2x^2 - 3x = -1

x^2 - (3/2)x = -1/2

There's a -3/2 on the x in the middle.  Half of -3/2 is -3/4.  -3/4 squared is 9/16.

x^2 - (3/2)x + 9/16 = -1/2 + 9/16

(x - 3/4)^2 = -1/2 + 9/16

(x - 3/4)^2 = -8/16 + 9/16

(x - 3/4)^2 = 1/16

x - 3/4 = +-sqrt(1/16)

x - 3/4 = +- 1/4

x = +- 1/4 + 3/4

x = 2/4 or 4/4

x = 1/2  or  x = 1
