7x - 2y = 3

-2y = -7x + 3

y = (-7/-2)x - 3/2

 

7y - 2x = 9

7x = 2x + 9

x = (2/7)x + 9/7

 

The two lines are not perpendicular, that is their slopes are not negative inverse of each other.
