From the second equation a=7+3b, so substitute for a in the first equation:

4(7+3b)+b=2, 28+12b+b=2, 28+13b=2, 13b=-26, b=-2.

(We can also work out a=7+3b=7-6=1, and we have a=1, b=-2.)
