3x+9xy-1-3y=3x(1+3y)-(1+3y)=(3x-1)(1+3y).

(It makes it easier to understand if we let z=1+3y, then:

3xz-z factorises into (3x-1)z, and we replace z: (3x-1)(1+3y).)
