slope = 1/3

need perpendicular slope

perpendicular slope = -3

need equation of line with slope = -3, passing through point (2,4)

point-slope form

y - y1 = m (x - x1)

y - 4 = -3 (x - 2)

y - 4 = -3x + 6

y = -3x + 10
