If it was something like 7453.12689 then the 2 would be in the tenths place.  Since 7453 is the same as 7453.0000, it's already rounded, so there's nothing to do.

7453 rounded to the nearest tenth is 7453.

If you mean 'round to the nearest ten' then:

The tens place is the 5.  The next digit over (the 3) is less than 5, so the 5 doesn't round up to 6.

7453 rounded to the nearest ten is 7450.
