A rhombus by definition is an equilateral quadrilateral, so all sides have equal length, and opposite angles are equal, while adjacent angles are supplementary. To define a rhombus all you need is the side length and one angle. In the question the side lengths are the same for both rhombi, but the angles differ and are unrelated, that is they are not supplementary because 30+40=70. Therefore, they cannot be similar.
