If R is the number of red ribbons then the number of white ribbons is R+3 and the number of blue ribbons is R-1. There are 35 ribbons altogether so R+R+3+R-1=35, 3R+2=35, 3R=33, so The number of red=11, making the number of white 11+3=14 and the number of blue=11-1=10.
