My boy in third grade did a math test, measuring a line segment to the nearest 1/2 inch.  There were 2 of this question and one is exactly 2  3/4 inches long, other is 2.5 inches.  His answer was 2 and 1/2 inch for both questions but he didn't get credit because The teacher said that the answer was 3 inches based on the book.  After I questioned her for me to understanding the right answer, she gave 1 credit to him.  She said the right answer for the nearest half inch of 2  3/4 inch should 3 inches.  

My husband think that is round up.  For nearest 1/2 inch, both answer 2 1/2 and 3 are right.

what do you think?

i know in school teaches him that nearest ten of 15 would be 20.
