Its a factoring problem.

10b^2= 27b-18

get all numbers on the same side

10b^2 - 27b + 18

(-5x+6)(-2x+3)

Now set each equal to zero

-5x+6=0

-5x=-6

x=6/5

-2x+3=0

-2x= -3

x= 3/2

Your two solutions: x= 6/5, x= 3/2
by

10b squared equals 27b minus 18
10b^2=27b-18
10b^2-27b+18=0
b=6/5 or b=3/2
