Rewrite the equation: 3y=4-2x; y=4/3-(2/3)x. The gradient is -2/3, which is the same for all parallel lines. We can write y=-(2/3)x+c as the equation of the required line, and we find c by putting in the values for the point x=1, y=-4:

-4=-2/3+c, so c=2/3-4=-10/3.  Therefore the equation is y=-(2/3)x-10/3, which can be written 3y+2x+10=0 or 2x+3y=-10.
