4x-5y=97654.2⇒5y=4x-97654.2, and the slope is 4/5. So the slope of a parallel line is also 4/5 and its equation is y=4x/5+a where a is a constant found by inserting the point (5,-3): -3=4*5/5+a. -3=4+a so a=-7 and the line has the equation y=4x/5-7 or 5y-4x+35=0.
