You take the difference in the vertical values and divide by the difference in the horizontal values=(-7-(-3))/(7-(-9))=-3/16. (The y values are the vertical values and the x values are the horizontal ones. When you subtract a negative value it's the same as adding the corresponding positive value, so -(-3) is the same as +3 and -(-9) is the same as +9.)
