I suspect the equations should have read:

5x-15y=18, 3x-9y=24/5. If so:

5(x-3y)=18 and x-3y=18/5; and 3(x-3y)=24/5 and x-3y=8/5.

But 18/5≠8/5 so the equations cannot be satisfied and there is no solution, answer C.
