y2+6y+9=(y+3)2; 2y2+y-15=(2y-5)(y+3), therefore:

(y2+6y+9)/(2y2+y-15)=(y+3)2/((2y-5)(y+3))=(y+3)/(2y-5) provided y≠-3.
