The closest I can get is (6/3)×6+9+4=25. Other groupings produce fractions.

Sir, This way [{6/(3*6)}(+9)(+4)] = 12

Ah, I see! Clever thinking! But it’s still difficult to see how anyone could get 15. Or is it (1)(5)?

And I was able to get to 12

6/(3*6)(+9)(+4) = 12
