6y = 13x + 4

y = (13/6)x + 2/3

slope = 13/6

perpendicular slope = -6/13

we want the equation of a line with slope = -6/13, passing through point (-2,-4)

point-slope form

y - y1 = m (x - x1)

y - -4 = (-6/13) (x - -2)

y + 4 = (-6/13) (x + 2)

y + 4 = (-6/13)x - 12/13

y = (-6/13)x - 12/13 -4

y = (-6/13)x -64/13
