You actually have 4 jugs because you have to start with the 24 liters in a jug of at least 24 liters capacity.

Starting condition: Jug of at least 24 liters, jugs of 13, 11, and 5 liters.  24 liters in the 24+ liter jug, all other jugs empty.  We'll describe this situation as 24+: 24, 13:0, 11:0, 5:0.

Ending condition:  3 of the jugs with 8 liters in each jug.

Start:  24+:24, 13:0, 11:0, 5:0

Fill the 13 liter jug.

24+:11, 13:13, 11:0, 5:0

Using the 13 liter jug, fill the 5 liter jug.

24+:11, 13:8, 11:0, 5:5

Pour all of the 13 liter jug into the 11 liter jug

24+:11, 13:0, 11:8, 5:5

Pour all of the 5 liter jug into the 13 liter jug

24+:11, 13:5, 11:8, 5:0

Fill the 13 liter jug up from the 24+ liter jug

24+:3, 13:13, 11:8, 5:0

Fill the 5 liter jug up from the 13 liter jug

24+:3, 13:8, 11:8, 5:5

Empty the 5 liter jug into the 24+ liter jug

24+:8, 13:8, 11:8, 5:0
