A circle is 360 degrees around.

One 26th of 360 degrees = 360 / 26 = 180 / 13 = about 13.846 degrees

Draw a line (segment) from the center of the circle to the edge of the circle.

Using a protractor, mark off notches on the edge of the circle every (about 13.846) degrees.

Draw line segments from the center of the circle to each notch.

You should now have the circle split into 26 equal segments, sort of like a pizza with 26 slices.
