me assume that shood be u=22/[7*(r+h)]

then, 7*(r+h)=22/u

r+h=(22/7)/u

r=[(22/7)/u] -h

u=16 1/2=33/2, so 1/u=2/33

h=2

r=(22/7)*2/33 -2

=(44/231)-2

=0,1895 -2

=-1.8095
