line 1: 2x+3y=6...y=(6-2x)/3=-(2/3)x +2, so slope=-2/3

line 2: -12x+8y=0...y=(12/8)x=1.5x, & slope=1.5

note...1/(2/3)=3/2=1.5

thus slope1=-1/slope2
