Let the cost be C. The ratios can be converted to fractions: material=4/9, labour=3/9=1/3, overheads=2/9.

Labour is Rs48 so C/3=48 and C=Rs144, the cost of the article.

Profit=180-144=Rs36, making the profit 36/144 * 100%=25%.
