Two rays AB and BC meet at point B. There are no other lines so ∠B isn't ambiguous, because there is only one (non-reflex) angle at B. ∠ABC sandwiches the angle B between two identified sides and to avoid confusion in the event of there being another ray passing through B, it's more specific than just writing ∠B.
